Senator Panfilo Lacson has found a way to give government nurses the Salary Grade 15 minimum rate starting January 2020.
During his interpellation of the 2020 budget of the Department of Health on Tuesday, Lacson proposed a solution to address the clamor of government nurses for their salary upgrade. Supreme Court ruled recently that nurses in public sector should receive SG 15, upholding the provision of Republic Act 9173 or the Nursing Act of 2002.
Lacson noted that P3.173 billion is needed for the salary upgrade of government nurses, so they can get the SG 15 pay or P30,531 per month. He suggested that the Senate introduce a special provision and source P3 billion from Miscellaneous Personnel Benefit Fund (MPBF).
“We can introduce a special provision and source the P3B from the P12.469B under that particular item (MPBF).” … “At the proper time, with your permission as sponsor, I will introduce an amendment to insert a special provision to source P3.173B from the P5B remaining under that particular item if that’s okay with you, so the nurses will not wait for the passage of legislation or the availability of funds to be provided by DBM (Department of Budget and Management) because the funds are already there under MPBF,” Lacson said.
“They don’t have to wait six months or another year. By January once we enact the GAA for 2020, ang salary upgrade nila is taken care of,” Lacson added.
Health Secretary Francisco Duque III previously said that the salary hike for government nurses is not included in the DOH budget for 2020.
Duque explained that it was not was not factored in the budget proposal for next year as the SC decision upholding SG 15 entry level pay came a bit late.
Senator Ralph Recto divulged that around 40,000 government nurses will benefit from the implementation of SG 15.
