PRC-BoN Advisory on IV Therapy Training

Professional Regulation Commission - Board of Nursing (PRC-BoN) has issued an advisory in 2011 clarifying specific policies and programs in the Philippine Nursing Act, and it particularly cited Intravenous Therapy Training.



The Board of Nursing, then headed by Chairman Carmencita Abaquin, issued the advisory to explain some provisions in the Republic Act 7164 or the Philippine Nursing Act of 1991, and the current law Republic Act 9173 or the Philippine Nursing Act of 2002.

"While the the Board of Nursing finds that there exist certain "CARRY OVER POLICIES" in both RA 7164 of 1991 and RA 9173, some are NO LONGER enunciated and supported under the current law and yet still continue to be "in effect". Prevailing conditions demand renewed visioning and change in policy consistent with provisions of RA 9173."

The advisory specifically clarifies conduct of IVT training:

"Concerned with the need to issue clarifying directions appurtenant to all the observations stated above, hereunder are "BoN ADVISORIES" DEEMED necessary in order to provide the necessary guidance to all nurses and nursing groups:

1. The Intravenous (IV) Therapy Training started under RA 7164 (BoN Resolution No. 8 S. 1994) has in the last 15 years generated a competent pool of IV Nurses. This however has no carry over proviso in RA 9173 particularly in the continuance of IV training. This policy for all legal purposes and intent is now rendered null in keeping with the Art. IX Section 40 (Repealing Clause) of RA 9173 and so therefore leaves the Board of Nursing the provision of fresh new directives appurtenant hereto."





The BoN then issued the "CLARIFICATORY ADVISORIES":

"A. Specific Advisory shall be as follows:
BoN Advisory No. 1 (A) - On Intravenous (IV) Therapy Training
1. In keeping with CHED Memorandum Order No. 14, S. 2009, BASIC Intravenous (IV) Training has been incorporated in the BSN Curriculum and shall therefore set the necessary "beginning basic competencies" required thereunto;
2. Advancement in terms of IV Training should therefore be developed following the framework of the National Nursing Career Progression Program. The PRC constituted CPE Council for Nursing as well as the reconstituted BoN Nursing Specialty Certification Council (NSCC) shall see to the development of guidelines and the implementation of this directive."

The issue on need for Basic IVT training has been the talk in Philippine nursing community recently after DOH undersecretary Roger Tong-An announced during the PNA National Convention 2016 that nurses need not renew their IVT Card.

ANSAP countered by issuing an advisory to hospital-providers to continue with IVT programs, and president Maria Linda Buhat announced through her written statement that "the IVT Certification is here to stay."

Ang Nars, the nursing advocacy group, found this PRC-BoN Advisory issued 2011 out which was not implemented as hospitals still require IVT certification in hiring nurses.
